It can take up to two years to put together an approved and agreed Neighbourhood Plan, so a community cannot wait until some inappropriate development is proposed and hope to quickly put a plan together with a view to preventing the development. Without a Neighbourhood Plan a community has effectively given authority to the Local Planning Authority (Daventry District Council in the case of Badby Parish) to make decisions for it.
Witness what is happening at Staverton, where a very substantial development has been proposed. Currently, like Badby, Staverton does not have a Neighbourhood Plan.
It is planned that the referendum on the final plan will take place in early 2017.
